Reeves County Hospital District Selects Desing/Build Construction Team – May 4th, 2010

Reeves County Hospital District would like to announce that the Design-Build Team of Lee Lewis Construction & Park Hill Smith & Cooper have been awarded the design-build construction contract for the new Pecos Valley Rural Health Clinic.

On May 9, 2009 Reeves County Voters approved the financing for the new clinic through a General Obligation Bond.

On September 10, 2009 , after hearing the positives and negatives of the different construction delivery methods, the Reeves County Hospital District Board elected to develop this project using a Design-Build construction delivery method to construct the new Pecos Valley Rural Health Clinic.

In order to fulfill the requirements for a hospital district using the design build construction delivery method, on September 22, 2009 Reeves County Hospital District board of Directors approved the contract to hire Mark Anderson, AIA to serve as the Consultant Architect to the District throughout the duration of the project.

On February 8, 2010 the RFP/DCP prepared by the Consultant Architect, was requested and sent out to over 40 architectural groups and construction firms. In response to the RFP/DCP the Hospital District received a total of 14 proposals.

The design-build teams were evaluated on their proposals and were narrowed down to a total of 5 firms taking into consideration the following:

• Experience in West Texas;
• Clinic/Healthcare experience;
• Design-Build Experience;
• Past Performance;
• The number of projects that the contractor and architectural firm have delivered together;
• Whether or not they were capable of working within the parameters stipulated in the RFP/DCP;
• Whether or not they believe the project was feasible based on the budget that is available.

On March the 30th and 31st, 2010, each of the five firms that were selected had the opportunity to present to the Reeves County Hospital District Board of Directors.

On April 5, 2010 based on the presentations and the proposals that were submitted, the Hospital Board narrowed down the 5 design-build firms to a total of three. Furthermore, upon request from the Hospital Board of Directors, the Consultant Architect prepared an additional 10 questions for the remaining 3 candidates.

On April 9th, 2010 after taking into consideration the responses submitted by the three remaining candidates and the recommendation from the Consultant Architect, the Hospital Board of Directors elected to enter into contract negotiations with the Design-Build Team of Lee Lewis Construction & Park Hill Smith & Cooper.

On May 3, 2010 the contract between Reeves County Hospital District and the Design Build Team composed of Lee Lewis Construction and Park Hill Smith & Cooper was approved by the Reeves County Hospital District Board of Directors. The contract was signed on May 4, 2010.

The Design Build Team has built numerous facilities in West Texas, has worked with each other on numerous healthcare projects for 31-years and has extensive healthcare experience.
